PRISM is built directly on Malta's multi-gigabit fiber backbone, integrating specialized nodes for research and testing . This allows the network to support quantum-encrypted video calls, data links, and secure communications between key locations such as the Melita Data Centre and the University of Malta . The network has also been extended via undersea cables to Sicily, demonstrating Malta's ability to connect its quantum network to the broader European infrastructure .
The project is coordinated by RSM Malta, with Merqury Cybersecurity as the technical lead. Other partners include Melita Limited, the University of Malta, UMNAI, MITA, and the Critical Infrastructure Protection Directorate within the Ministry for Home Affairs . The initiative is co-funded by the European Union under the Digital Europe Programme, with an initial budget of €11.6 million .
PRISM positions Malta as a testbed for next-generation secure communications, providing a blueprint for quantum-secured networks across Europe . Its small geographic size allows rapid deployment and experimentation, making it a model for integrating quantum-safe communication technologies into national infrastructure .
